Action Policy for 2015 Fiscal Year Health and Safety: Slogans and Activities

At the beginning of the 2015 fiscal year, the Company’s president sent out the 2015 Message Concerning Safety to all companies within the Group. The message indicated the 2015 fiscal year’s safety slogan together with the seven pillars of health and safety. In addition, it encouraged full implementation of education and training for inexperienced workers as well as thorough and far-reaching clarification regarding what actions must be avoided.

2015 Fiscal Year Health and Safety Slogan

“Take meticulous and exhaustive safety action-let’s aim for zero workplace incidents!”

Pillars of the 2015 Fiscal Year Health and Safety Action

Activities conducted in fiscal 2015

Aiming towards safety awareness and hazard prediction, in the 2015 fiscal year we worked to implement risk assessment as our priority. This was an initiative featuring the everyday encouragement of safe behaviors both by managers and mutually between employees as well as a complete examination of all risks present in the workplace by managers. Our health and safety activities also included safety meetings, risk assessments, hazard prediction activities, inspection of and training for on-premises vehicles, education for employees with minimal or no work experience, traffic safety guidance, and ongoing progress with OSHMS (Occupational Safety and Health Management System)-mediated mutual safety audits among Group companies.

Risk assessment

The occurrence of occupational accidents is considered to be the manifestation of risks in the workplace environment. As grasping and improving invisible risks leads to the realization of a safe workplace environment, we started risk assessment to remove and evaluate risks and hazards and to eliminate or reduce hazards and to investigate the dangers of hiding in the workplace We are developing activities to pick out. Moreover, through this series of activities, it is also becoming an education to raise the safety awareness of each person.

OSHMS* Initiatives

In order to realize further reduction of disaster risk from 2009, we are considering introducing OSHMS as a system to implement safety and sanitation activities systematically and continuously, and started operation in 2010. Since fiscal 2010, we have confirmed the progress made by each of our plants and reviewed the structure and promoted penetration within our business sites. In FY2015, we are continuing to develop as a group-wide initiative.

* OSHMS: Occupational Safety and Health Management System

Health promotion

Periodic physical examination, which is the basis of self-health level and disease risk and is the basis of voluntary health promotion, is carried out by adding our own inspection items to statutory inspection items. For additional examination items, we add inspection items aimed at the early detection of lifestyle diseases that are socially problematic, and also instruct employees who have many factors with high risk of onset, such as prevention management and individual We are developing efforts to improve the health consciousness of the people.

Preparing for large disasters

Basic principles and policies

The Fujikura Group established its business continuity policies in March 2012, and also formulated the business continuity master plan as well as the plan to maintain a functioning headquarters for business continuity.

The Fujikura Group Business Continuity Policy

In line with the following principles, we will foster business continuity management (BCM) so that we can continue to fulfill our corporate social responsibility and supply our products and services in a stable manner even in the event of an emergency.

The Sendai Framework for Disaster Risk Reduction and the Fujikura Group's roles

The Fujikura Group keeps the memory of the Great East Japan Earthquake alive by sending the President's message to employees every March 11, while reexamining its disaster control and reduction measures for large earthquakes and raising employees' disaster awareness on a continual basis.

The Fujikura Group CSR Committee participated in the 3rd United Nations World Conference on Disaster Reduction held in Sendai City in March 2015 as part of activities to prepare for huge disasters. Based on the New International Disaster Mitigation Strategy, the Sendai Disaster Reduction Framework for New Disaster Reduction Action Guidelines up to 2030, we reaffirmed the risks in the countries and regions of each group company that is operating globally.

■The Sendai Framework for Disaster Risk Reduction and the Fujikura Group's roles

The Fujikura Group CSR Committee identified the roles to be played by the Group in reference to the details and items concerning the Sendai Framework, which states the new international disaster control action guidelines for 2030.

[Roles to be played by companies]

We will further enhance our disaster control and reduction measures based on the Sendai Framework and in collaboration with the United Nations, the national government, and other related organizations.

[Main Activities] Seismic training, seismic training, evacuation drills, smoke experience training, fire extinguishing training, rescue drills, life-saving training, drug spill training, etc.

■Basic policy of the Group's relationship

Emergency drill for the Group emergency response headquarters

On September 17, we conducted training at our Headquarters Disaster Countermeasure Headquarters assuming that our head office was affected by the Tokyo Northern Earthquake. We also trained a safety confirmation system for all employees. The training of this safety confirmation system is conducted twice a year.

On October 19, all of the members of the Management Committee participated in the Company and conducted simulation training of the Disaster Response Headquarters of the Group. The purpose of this simulation training is "selection and consideration resolution of countermeasures that impede business continuity after the occurrence of the Great East Japan Earthquake". Under this assumption, we aimed to build a structure that can improve the ability to respond to crises and substitute for unforeseen circumstances, based on issues that impede human life rescue and business continuity. At the end of the training, evaluation by experts was also conducted, and we confirmed the check & action for further improvement of our business continuity plan (BCP).

Disaster control drill held at the head office of Fujikura Ltd.

On October 8, the Company's headquarters district conducted evacuation drills and training of first aid for injured persons for all affiliated companies and head office affiliated companies.

Seminar on the use of a wheelchair for evacuation down stairs

It is predicted that mega-quakes will occur in the near future, such as the Nankai Trough earthquakes and inland earthquakes in the Tokyo metropolitan area. In the event of a large earthquake, elevators will be urgently stopped and become unusable. In such an event, it will be necessary to help people with physical disabilities, those who have difficulty in walking and the injured evacuate down stairs from the higher floors of a building to outside.
On October 14, 2014, the head office held a seminar on the use of a wheelchair for evacuation down stairs as part of the disaster control drill, so that employees will be able to help people with physical disabilities and those who are unable to walk independently evacuate down stairs safely to outside. Employees representing each office floor participated in the seminar and were briefed on the use, and then took turns to actually practice how to use a wheelchair for evacuation down stairs.

Safety confirmation system and the "disaster control card" to be always carried by employees

Based on the idea that individual employees are important assets for the Fujikura Group, we are implementing a range of disaster control measures against large Nankai Trough earthquakes as well as inland earthquakes in the metropolitan area, all of which are predicted to occur in the near future. The disaster control measures include the distribution of "disaster control cards," which employees are always expected to carry, and the operation of the safety confirmation system.

■Safety confirmation system

The Fujikura Group has been implementing its safety confirmation system since 2010 in order to confirm the safety of employees and their families in the event of a disaster as its first priority responsibility. Under the system, attempts to contact employees will repeatedly be made until the safety of all employees is confirmed, with all employees obliged to respond to the system. All results of the system operation are reported to the top executives.

■"Disaster control card" to always be carried by employees

The Fujikura Group distributes disaster control cards to employees, who are obliged to carry them at all times. To help employees protect themselves in the event of a disaster, the card contains information on items that are essential for the protection of their lives, such as actions to be taken in each region during a large earthquake, a checklist to prepare for disasters, and responses to be made with regard to the safety confirmation system.

Tackle disaster prevention activities at works

CPX training at the Sakura Works

In addition to their comprehensive disaster prevention training in the fall, the Sakura office conducted their first CPX training in June and July 2015, strengthening functionality as a disaster headquarters with consideration toward business continuity. Having also discovered points for further reflection (e.g., collaboration with other departments, information confirmation and communication methods, etc.), they will be making use of these realizations in reinforcing future activities.

Disaster Prevention Activities at the Suzuka Works

Our Suzuka works conducted a comprehensive disaster drill on October 7 in anticipation of a future major earthquake. All workers participated that day in preparation for the worst-case scenario; carried out evacuation drills from primary to tertiary evacuation as well as training in activities such as evacuation route confirmation, prompt action, and accurate information transmission. In addition to the evacuation drills, they also received Japan Self-Defense Forces training in first aid for injured parties, instruction on extinguishing fires, and firehose training with actual use of outdoor fire hydrants.

The office also conducted a CPX (Command Post Exercise) on June 26 in accordance with their BCP (business continuity plan). The purpose of the CPX was both confirmation of whether or not the organizational system of the Suzuka offices’ Disaster Countermeasure Command Post could function effectively and procedural confirmation/familiarization for post-disaster collective action, Command Post establishment, and the collection, organization, and consolidation of information. In accordance with the responsibilities given to each of the six teams (e.g., facility team, action team, etc.), they collected information and judged situations to suit various disaster scenarios.

Disaster Countermeasures Command Post Exercise Training at the Numazu Works

Our Numazu works implemented a scenario-based Command Post Exercise (CPX). The training scenario assumed a magnitude 8.5 Eastern Nankai earthquake, which anticipates an upper magnitude 6 earthquake at the works. There was some confusion during this inaugural training in regards to transmission of instructions; information gathering based on the response activities of each team, and others. However, the offices are now taking necessary measures based on the results gained and issues discovered with this session.

Disaster Prevention Training at the Ishioka Works

Our Ishioka works regularly carries out disaster prevention drills. On September 11, 2015, all employees participated in a disaster prevention drill. The drills included training in reporting for fire incidents that may follow an earthquake as well as evacuation training, training for extinguishing fires using fire hydrants and fire extinguishers, and training in the use of stretchers in first aid activity. We make sure each and every one of our staffs have a heightened awareness of disaster prevention through regular disaster prevention drills thus will all be able to act swiftly and effectively when an incident arises.

Disaster Prevention Efforts within the Group

The Group operates in 24 countries and regions around the world, and we can expect that over time we will encounter a variety of disasters and other setbacks in every country and region. The frequency of massive disasters is expected to increase in the future; to prepare for them, we are promoting efforts for disaster prevention and mitigation across the group.

■Number of participants in disaster prevention activities in Fiscal 2015

Number of companies Number of Employees
Fujikura and Group Companies in Japan 24 4,228
Overseas Group Companies 19 34,268
Total 43 38,496

Employees therefore practiced how to evacuate, discharge water, deal with smoke, give first aid to and transport victims, and use a fire extinguisher in the drill.
They also had a virtual experience of an earthquake with the seismic intensity of 7 in the simulator vehicle.

Fujikura Group's Occupational Health and Activities

As a Group, we carry out a variety of health and safety activities based on the Group philosophy of "employee safety before anything else.” In addition, many of the companies within the Group carry out their own workplace health and safety activities together with employee health promotion activities, traffic safety activities, activities for the creation of a comfortable workplace, recreation activities involving employee families, and more. These Group activities are summarized below.
