Labor Practices Occupational Safety and Health Occupational Safety and Health Activities We are fostering occupational safety and health activities across the Group based on the Fujikura Group Basic Principles for Safety and Health, which states "Safety is the basis of our business operations." The Fujikura Group's management and all its employees will conduct business operations giving first priority to safety and legal compliance, thereby creating safe and comfortable workplaces and fostering their own mental and physical health. 1.We will comply with safety- and health-related laws and regulations and protect our occupational safety and health based on the in-house rules and standards. 2.We will implement specific safety and health plans and evaluate the results in order to make continuous improvements. 3.We will work to eliminate the occurrence of labor accidents through risk and toxicity assessments and by setting and implementing measures to reduce the risk of labor accidents. 4.We will foster our health both mentally and physically and endeavor to manage our health in an autonomous manner. 5.We will improve our safety and health awareness through systematic learning. Fujikura Group Promotion System of Occupational Safety and Health Activities Safety and Health Policy and Slogan Activities At the beginning of fiscal year 2016, Fujikura's president sent a message about safety to all Fujikura group companies. The message detailed an outline of our goal, ensuring workplace safety and raising top-level awareness in the first year of the '20 mid-term plan. It contained 8 items, including the "Safety Slogan" for FY2016 and the "Safety and Health Activity Pillars." 2016 Fiscal Year Health and Safety Slogan "Return to the starting point and stop accidents at the root" Pillars of the 2016 Fiscal Year Health and Safety Action 1.Full implementation of risk assessment at each company, and at each of our locations 2.Implementation of permanent safety measures based on the risk level (Create a long-term implementation plan if the measures are not able to be carried out in a single fiscal year.) 3.Safety patrols carried out by managers 4.Promotion of KY (danger prediction) activities 5.Thorough 5S activities 6.Productive health and safety education and training 7.Promotion of activities leading to physical and mental health 8.Promotion of traffic accident prevention activities On April 1st of 2017, Fujikura's president issued the following slogan as his top-level message. “Take meticulous and exhaustive safety action-let’s aim for zero workplace incidents!” FY2016 Main Activities With the occurrence of a serious accident at a group company, we have implemented "Safety Patrols" at all manufacturing bases to investigate their safety. Since previous safety measures consisted primarily of staff safety education, we will begin essential safety measures based on "Essential Safety Design" this fiscal year. As such, we will start to eliminate the hazards that cause accidents, or implement guard measures against contact with hazards. We will strive to prevent disaster occurrences, even during lapses in attention or judgment. To achieve this goal, we must identify and evaluate all risks for all locations. Fujikura has created an essential safety team to promote essential safety measures and spread risk assessment techniques to all locations. All production base risks will be identified, evaluated, and then dealt with based on priority. OSHMS* Initiatives In order to realize further reduction of disaster risk from 2009, we are considering introducing OSHMS as a system to implement safety and sanitation activities systematically and continuously, and started operation in 2010. Since fiscal 2010, we have confirmed the progress made by each of our plants and reviewed the structure and promoted penetration within our business sites. In FY2015, we are continuing to develop as a group-wide initiative. * OSHMS: Occupational Safety and Health Management System Health Promotion Periodic physical examination, which is the basis of self-health level and disease risk and is the basis of voluntary health promotion, is carried out by adding our own inspection items to statutory inspection items. For additional examination items, we add inspection items aimed at the early detection of lifestyle diseases that are socially problematic, and also instruct employees who have many factors with high risk of onset, such as prevention management and individual. We are developing efforts to improve the health consciousness of the people. Preparing for Large Disasters Basic Principles and Policies The Fujikura Group established its business continuity policies in March 2012, and also formulated the business continuity master plan as well as the plan to maintain a functioning headquarters for business continuity. The Fujikura Group Business Continuity Policy In line with the following principles, we will foster business continuity management (BCM) so that we can continue to fulfill our corporate social responsibility and supply our products and services in a stable manner even in the event of an emergency. 1.Give first priority to the lives and safety of Group employees and their families 2.Make concerted efforts to ensure business continuity across the Fujikura Group 3.Implement precautionary measures to protect the assets indispensable for business continuity 4.Contribute to society by continuing to conduct the social infrastructure support business 5.Fulfill the Group’s responsibility in the global supply chain The Sendai Framework for Disaster Risk Reduction and the Fujikura Group's Roles The Fujikura Group keeps the memory of the Great East Japan Earthquake alive by sending the President's message to employees every March 11, while reexamining its disaster control and reduction measures for large earthquakes and raising employees' disaster awareness on a continual basis. The Fujikura Group CSR Committee participated in the 3rd United Nations World Conference on Disaster Reduction held in Sendai City in March 2015 as part of activities to prepare for huge disasters. Based on the New International Disaster Mitigation Strategy, the Sendai Disaster Reduction Framework for New Disaster Reduction Action Guidelines up to 2030, we reaffirmed the risks in the countries and regions of each group company that is operating globally. The Sendai Framework for Disaster Risk Reduction and the Fujikura Group's Roles The Fujikura Group CSR Committee identified the roles to be played by the Group in reference to the details and items concerning the Sendai Framework, which states the new international disaster control action guidelines for 2030. [Roles to be played by companies] 1.Foster the participation of all players, including women, children, the disabled, the elderly, and indigenous people in disaster control. 2.Cooperate with academia and scientific research institutions 3.Raise awareness through cooperation between companies and financial institutions We will further enhance our disaster control and reduction measures based on the Sendai Framework and in collaboration with the United Nations, the national government, and other related organizations. [Main Activities] Seismic training, seismic training, evacuation drills, smoke experience training, fire extinguishing training, rescue drills, life-saving training, drug spill training, etc. Basic Policy of the Group's Relationship -"Fujikura Group Safety and Health Basic Policy" -"Safety and health policy, slogan" in each year -"Fujikura Group Business Continuation Policy" -"Fujikura Group Business Continuation Basic Plan" -Fujikura group's safety and health activities Group Emergency Management Headquarters Training On December 16th of 2016, we implemented Head Office Emergency Management Headquarters Administration Training and Group Emergency Management Headquarters training for our head office area. The goal of this training was checking the effectiveness of our company's emergency management headquarters' (manager: general affairs and public information director) new measures for a predicted earthquake directly hitting Tokyo, and confirming whether coordination with the group emergency management headquarters (manager: president) can be run smoothly in the event of a large-scale disaster effecting our production bases or group over a wide area. At the end of the training we had experts rate our efforts, and our checks & actions were rated toward further improving our group's business continuity plan (BCP). Fujikura Headquarters Emergency Drill On October 5th of 2016, we held a disaster drill covering employees from every headquarters section and all employees of companies involved with headquarters in our headquarters area. During the training, we held drills for guiding guests in evacuation and preliminary firefighting along with training for giving first aid to the wounded. Lecture for Wheelchair Stair Evacuation In the event of an emergency elevator shut down in a large earthquake, it is necessary for disabled or wounded employees to use the stairs to escape the building. On December 14th of 2016, as part of the emergency response training at our headquarters, we held an employee lecture entitled "Stair Evacuation Tools", for the safe and speedy stair evacuation of disabled employees who cannot stand on their own. At the lecture, representatives from each floor gathered, and after receiving an explanation on the operation, they traded off doing hands-on training in the stair well. Safety Confirmation System and the "Disaster Control Card" to Be Always Carried by Employees Based on the idea that individual employees are important assets for the Fujikura Group, we are implementing a range of disaster control measures against large Nankai Trough earthquakes as well as inland earthquakes in the metropolitan area, all of which are predicted to occur in the near future. The disaster control measures include the distribution of "disaster control cards," which employees are always expected to carry, and the operation of the safety confirmation system. Safety Confirmation System The Fujikura Group has been implementing its safety confirmation system since 2010 in order to confirm the safety of employees and their families in the event of a disaster as its first priority responsibility. Under the system, attempts to contact employees will repeatedly be made until the safety of all employees is confirmed, with all employees obliged to respond to the system. All results of the system operation are reported to the top executives. "Disaster Control Card" to Always Be Carried by Employees The Fujikura Group distributes disaster control cards to employees, who are obliged to carry them at all times. To help employees protect themselves in the event of a disaster, the card contains information on items that are essential for the protection of their lives, such as actions to be taken in each region during a large earthquake, a checklist to prepare for disasters, and responses to be made with regard to the safety confirmation system. Tackle Disaster Prevention Activities at Works Anti-Disaster Activities at the Suzuka Plant On October 6th of 2016 at the Suzuka plant, Fujikura implemented anti-disaster training against the event of a large earthquake. All employees working that day in the plant's area practiced confirming evacuation routes from the first to the third evacuation sites and communication in case of emergency. The volunteer fire brigade also provided training in first aid and fire extinguisher use, as well as actual operation training in external fire hydrant use. The local fire chief evaluated training results, and our goal is to hold varied anti-disaster training to prepare ourselves for the occurrence of both foreseen and unforeseen disasters as well as to acquire basic emergency knowledge . Also, on March 31st of 2017, we implemented Command Post Exercise (CPX) training according to our workplace BCP. We examined the effectiveness of emergency management headquarters organizational structure, as well as fitness of procedures for information collecting, organization, and processing. Training focused on communications between the headquarters or head office and each team, beginning with communication of directions to the action and preparations teams, and including their reports of damage and injuries. Problems identified in this training will be dealt with and improved upon, and will be used in training for other scenarios in the future. Anti-Disaster Training at the Numazu Plant On October 11th of 2016, we implemented anti-disaster training against the event of a Tonankai earthquake at the Numazu plant. This fiscal year's training was in initial measures like fire prevention and secondary disaster prevention in the area immediately after an earthquake, as well as staff control training at the initial evacuation area. We also incorporated a hypothetical aftershock during secondary evacuation as a means of inspecting the evacuation route. Given the plant's elevation at 8.5m above sea level and the continuing threat of a Tonankai earthquake, we plan to implement diverse measures to further improve disaster preparedness. Anti-Disaster Training at the Ishioka Plant In the afternoon of September 12th, we held anti-disaster training attended by 169 people from all companies at the Ishioka plant. We have previously held reporting, rescue, evacuation, and fire fighting training, but this year we trained in evacuation, fire fighting, and reporting simultaneous, as in a hypothetical earthquake.
